Sure, the WWF may be at the height of its popularity and creative powers now, but in the mid-90's, with Hulkamania dead and buried and the backstage machinations of "the Cliq" making life a living hell for many of its' workers, Vince McMahon's promotion had pretty much hit rock bottom, and to jumpstart things he created and debuted a host of ill-conceived gimmicks, among them the Goon, wrestling plumber T.L. Hopper, the Flying Nuns, Alex "the Pug" Porteau, and the universally reviled "Portugese Man O' War" Aldo Montoya. Montoya, complete with bad Spanish accent and a mask that looked suspiciously like a bright yellow jock strap, was a cloying babyface with marginal in-ring skills who usually mustered dead silence from WWF crowds. In real life, Montoya was longtime WWF jobber PJ Walker, good friend of Cliq member Scott "Razor Ramon" Hall, a fact that kept him around a good bit longer than Hopper, Porteau, and the Goon managed. Montoya was even given an angle of sorts, as Jake Roberts "took him under his wing" during the Snake's brief, alcohol-shortened face run with the company. After finally being released by the WWF, Walker signed on with ECW and was repackaged as obnoxious heel Justin Credible, although, at least for the first few months of his stint, the "Aldo" chants still haunted him. Of course, being booked over nearly every ECW "icon" around during his stay has probably softened the blow.
